The plans will completely transform the area around the nascent Yamanote line station.
On April 21st, the East Japan Railway Company announced the outline of plans for the Takanawa Gateway City (tentative name) Urban Development Project.
This is the first phase of the Shinagawa Development Project being promoted by the company. Taking advantage of the location's convenient access to Tokyo International Airport (a.k.a. Haneda Airport), the development concept is termed "Global Gateway" and will create a place for new innovations to be introduced to the world.
The total project cost is 580 billion yen.

The five buildings to be developed are the Complex I (North and South), the Complex II, the Residential Building, and the Cultural Creation Building. All names are subject to change as development proceeds.
The Complex I South Tower will have 30 floors above ground and 3 basement levels. The South Tower's upper floors will be occupied by JW Marriott, the company’s first luxury hotel brand to open in Tokyo.
Located adjacent to Sengakuji Station on the Keihin Kyuko Line, Complex II will have 31 floors above ground and five floors below ground on a site area of approximately 14,996 square meters with a total floor area of 208,164 square meters.
It will consist of offices, retail, a fitness center, clinic, amongst other commercial tenants.
To improve the resilience of the city, an energy center (district heating and cooling facility) will be provided to supply energy with high environmental performance to the surrounding area.
The Residential Building will be an 840 unit high-end rental housing complex aimed at expats and their families. The site area is approximately 12,705 square meters, with a total floor area of approximately 148,294 square meters, and 44 floors above ground and two floors below ground.
Tokyo International School is slated to open a campus on the lower floors.
The Cultural Creation Building, the core facility of the development area, will have a site area of approximately 7,977 square meters, a total floor area of approximately 28,952 square meters, will be six floors above ground and three floors below.
It will consist of a live performance hall, exhibition rooms, multi-purpose space amongst other cultural facilities. It will serve as a base for co-creation and new cultural activities by diverse players across fields and communities.
Kengo Kuma was selected as the architect for the exterior design.
In addition to the 6,500 square meter station plaza, various open spaces will be created, including a biotope with a waterfront environment and lush greenery.
The Complex I and the Takanawa Gateway Station area are scheduled to open at the end of 2024, while the other buildings are scheduled to open in 2025.
